In Domino 4.5.x a defect can be triggered when you navigate to your project's App and find the Logs are missing for various versions, you see nothing under "Setup Output" or "User Output":
This is occurring due to a minor api usage defect, the workaround is to select "Details", then select "Logs". This step must be repeated for each prior or version you are interested in viewing.
The defect is resolved in an upcoming version.
