Domino allows you to write comments when viewing the record of a run (batch job or workspace session) or viewing a file in the files browser of your project. But how can we use these? e.g. Where do these comments go? Are people notified? What's the best way to see the latest comments?

Comments are always visible from the run or file in the UI via by navigating to the record of that run or file in the project.
You can also see the comments that have been left in the activity feed for the project.
And if you @ mention someone in a comment, they will get an email (by default) notifying them of the mention.
